In the US, people will need to have filed their taxes by April 17, less than a month from now. Everyone hates taxes, but they help make public goods and services; after all, someone has to make those trains run on time! Of course, some people have no intention of paying out the taxes they are obliged, yet take advantage of these services anyway. In economics, such an example is called the free rider problem and will be the basis of this game.
Game Background:
In this game, you are all wealthy members of a nation. Understandably, none of you enjoy paying your taxes, but there would be serious backlash if those commoners knew that the rich weren’t paying like everyone else. Fortunately, your tax collector, being unscrupulous, is willing to let you slide so long as he collects the total amount taxed to the rich bracket anyway. But if you don’t pay your taxes and someone finds out…well, you can figure it out.
Rules:
Object of the game: Have more than 100m yen pre-loan collection/more than 0 yen post-loan collection. There can be multiple winners.
1. Each player is loaned an account of 115m yen at the onset, but only 100m yen will be recollected by the Dealer.
2. There are three Rounds, each one divided into Collection Phase and Accusation Phase, with 48h allotted for each Phase. We all have lives, right?
3. After each Phase, there is a 6-hour break period to give everyone a chance to catch up on the results.
4. Neither transfers of funds nor contracts are accepted in this game.
5. After all rounds, 100m yen will be collected from all players by the Dealer as the winners and losers are announced--without mention of their ending cash balances. However, I will award Bragging Rights to the top player(s) who finished with the most cash.
6. For ONE player with the most cash, there could even be a 5-chip prize to go with that! In case of ties, the first person who first held the highest amount at one time by the end of a Phase is considered the winner. If it is still a tie, then whoever first sent the PM which reaches the high amount will receive the prize.
Collection Phase: Need to pay your dues!
Each Round, you are to pay 0, 5m, or 10m yen in taxes by sending me a PM. Warning! If I fail to receive a PM from you for this Phase, you are deemed inactive and removed from the game.
1. The tax collector wishes to collect (5m yen * number of players left) from the group. In the case of the game, the tax collector wishes to collect 30m yen from the group.
A) If the tax collector collects at least the minimum amount owed by the group, the government is satisfied. The round ends and collection for the next Round will begin after the break.
B) If the tax collector collects more than 0 yen but less than the minimum amount owed by the group, the government is unhappy. They will want a report about why they received less money than expected and the game proceeds into the Accusation Phase after the break.
C) If the tax collector collects nothing, there is public outrage and all players will be fined 50m yen. The Round ends and collection for the next Round will begin after the break.
2. Regardless, the total collections of the Round will be announced publicly (NOT including what each person individually paid).
Accusation Phase: Someone not paying and making the rich look bad? Time to make HIM pay!
Each person is allowed to accuse other players of not having paid their taxes for that Collection Phase and suggest an appropriate penalty of up to 25m yen (increments of 1m yen) by sending me a PM. If you have no wish to accuse someone, then you do not have to send me a PM. At the end of the Phase, results of the accusations are calculated.
1. The total of the penalties you suggest each Round cannot be more than half of your current account.
-Example 1: If you have 120m yen, you could accuse 3 Players and suggest 20m yen penalty each, or accuse 6 Players and suggest 10m yen penalty each.
-Example 2: With the same 120m yen, you can also accuse 4 Players and suggest 10m yen each and 20m yen for another player.
-Note: Accusation Phase is for the same Round as the Collection Phase, so your can't accuse someone of wrongdoing for a different Round.

A) vs. non-taxpayer: Accuser has rooted out corruption, and is therefore successful. The Defendant pays the penalty suggested to the Accuser as a reward for promoting justice.
B) vs. 5m yen taxpayer: Accuser has unjustly accused a fellow taxpayer, and is therefore unsuccessful. The Accuser pays the penalty suggested to the Defendant as compensation.
C) vs. 10m yen taxpayer: Accuser has unjustly accused an upstanding citizen, and is therefore unsuccessful. The Accuser pays double the penalty suggested to the Defendant as compensation.
3. Once accusations are over, there will be a public report of who accused whom, and whether the Accuser(s) were successful of not. No amounts of yen are announced for this report. You should receive a PM once this phase is over stating your personal yen results for the Round.
4. Accusation Phase payout process takes place in this order:
A) Once accusations are made, non-taxpayers are deducted the penalties against them and held in reserve for the accusers.*
B) Penalties against the accusers are deducted against them and held in reserve for the defendants.*
C) Payouts are made to the appropriate individuals, unless the person was disqualified (in which case the money instead goes to the Dealer)
D) The Round ends and collection for the next round will begin after the break.
* A check is held after each step for whether someone has 0 yen or ends up in debt; if so, the Player is disqualified, and any future yen changes/calculations for that Player in future steps are discarded. If someone owes more money than they have, distribution is then based on percentages for those involved.
-Example: Player A as non-taxpaying Defendant has 8m yen left in his account and goes into debt from step 4A. Accusers B and C made suggestions of 6m and 4m yen penalties, respectively. Player A first pays Player B: [6/(6+4)* 8] = 4.8m yen and Player C [4/(6+4)* 8] = 3.2m yen, and then is disqualified.
-Example (continuing from previous): If newly-disqualified Player A made bad accusations against Players B and D, these calculations which took place in step 4B do NOT occur, and so Players B and D cannot receive money from this step.
